11th Elusive Target, Xander Haverfoek!

This was going to be a 50 minute video, but for some reason every time I rendered a video that long the file didn't work, oh well, the action starts at this part anyway.

I started at the Lamp Store, climbed down the pipe to the shisha cafe, knocked out the camera man, saw the meeting, then followed the courier until he started looping the same route at the school, so I started searching for the target (took me 20 minutes to find him) and then this happened hueheuheuehuehe.
