Unit 5 - Reconstruction Reconstruction Time Period following the Civil War (1865-1877) Rebuilding the South Physically and Mentally Bringing the Southern States back Ten Percent Plan 1863: Lincoln’s plan to bring states back to the union if 10% of a state’s population swears allegiance ► that state can rejoin Union complete pardon (forgiveness of crime) Lincoln dies ► never enforced Wade-Davis Bill if 50% of a southern state’s voters swear: loyalty to the US and... that they never supported the CSA Then that state can rejoin the union Lincoln pocket vetoed Pocket Veto: Congress passes a law Then they go on vacation If the President decides not to sign the law within 10 days... it’s vetoed (canceled) e.g. you want to break up with your GF/BF, but don’t want to do it...you ignore them until they get the picture (pocket veto) Life for African-Americans The Freedman’s Bureau Gov’t Agency (like social services) Give food, shelter, and medical aid to freed slaves and southern whites whites were not all rich plantation owners very few whites were rich most were poor and lived in the now destroyed south Created schools This agency was closed in 1872 President Andrew Johnson refused to fund it also opposed the 40 acres and a mule policy Johnson (southerner) was sympathetic to the South and the previous way of life Black Codes Laws that limited African-American freedom Southern Legislatures (state congresses) passed these laws segregation Public areas were separated by race housing areas were separated by race limited jobs, pay, and rights can’t own a firearm can’t speak in court Vagrancy Laws Black were arrested for minor infractions Being unemployed was a crime The Punishment ► forced labor slavery by another name Sharecropping ex-slaves couldn’t buy land They rented the land they would harvest the land, sell their crops make enough money to pay rent most of the time they didn’t make enough money, and they were stuck in debt stuck on the farm forever a new form of slavery |
