Judge Komar made it clear right from the beginning of the long court action that adjudicating Antelope Valley’s water rights would develop through a “political settlement”. Seventeen years later that’s happening right now. The farmers, cities, water retailers, wholesalers, pumpers and property owners finally are implementing Komar's judgement signed by the judge within the last 90 days. All parties are meeting to form a local “watermaster” which includes a 5 member board of directors, advisory committee and support staff.
