A low pressure has strengthened Friday afternoon into Tropical Storm Ophelia, and it will bring heavy rain and strong winds to Maryland. Ophelia is expected to bring tropical-storm-force winds, storm surge, heavy rain and high surf to Maryland. Strengthening is expected over the next couple days as the tropical storm approaches the North Carolina coast Friday night.
