RUSSIAN President Vladimir Putin has labelled NATO military infrastructure expansion in Ukraine a 'red flag' as tensions rise at the Ukraine border.

Russia said it had started regular winter military drills in its southern military district, parts of which border Ukraine, and that 10,000 troops had relocated to training grounds across the huge area.

NATO Secretary General Jens Stoltenberg on Tuesday (November 30) warned Russia against any aggressive action against Ukraine.

He said: "We call on Russia to be transparent, de-escalate and reduce tensions. Any future Russian aggression against Ukraine would come at a high price," Stoltenberg told a news conference at a NATO meeting in Riga.

"The situation in and around Ukraine remains fluid and unpredictable. There is no certainty about Russia's intentions. We see a significant and unusual concentration of forces which is unjustified and unexplained, and accompanied by heightened rhetoric and disinformation.

U.S. officials, NATO and Ukraine have for weeks been raising the alarm about a possible new Russian attack on Ukraine, pointing to unusual Russian troop movements near its borders.
