Microsoft is releasing an update to Windows Insiders in the Beta and Release Preview Channels, in order to fix some issues with the built apps such as:
• Snipping Tool
• Touch Keyboard and Voice typing.
• Input Method Editor user interface (IME UI)
• Getting started and Tips

This issue occurs because of a Microsoft digital certificate that expired October 31, 2021.
This update will also fix a known issue that prevents the Start menu and Settings app from opening as expected

But, personally I would advice you to use other tools to take screenshots on your computer till this problem with snipping tool is fixed. One of this apps is Lightshot and you can easily download and install it by using the link on the description.
