First of all, let me tell you which type of electric scooters do not require any sorts of registration or driving license to operate. So, the low-speed models which are powered by a 250-watt electric motor and have a top speed of up to 25 kmph do not fall in the category of motor vehicles. Such electric scooters are exempted from registration and do not need a driving license too. Such low-speed electric scooters can be ridden by teenagers, students, elderly people, etc. at ease. Moreover, even insurance is optional on such electric vehicles.
